A typical Vancouver night finds Da Vinci en route to Hastings Park to meet two more power players in the city landscape: track owner Tom Venice and sugar heiress Billie Simms, both of whom are adamant that slot machines must be approved for the track. In an Eastside alley, the ambitious Jan Ferris leads three other female constables in a private campaign to take down grow-ops. Elsewhere, Detectives Carter and Lineham interview a witness who suggests that high school girls may have been involved in the Stanley Park gay-bashing. Zack, meanwhile, has gained the trust and confidence of homeless activist Friedland who reveals his plan to move his squatters to Queen Elizabeth Park.

When Da Vinci presses Sam and Rita to smoke out the councillor who leaked information about the city ad contracts to Lloyd Manning, suspicion falls on Sandra Ferlinger whose husband was in business with Manning. Ferlinger offers her resignation but, rather than accept, Da Vinci tries to enlist her crucial support in the upcoming slot machine vote.

On the law enforcement front, Leary, and Kosmo and Finn make headway in their respective investigations. Kosmo and Finn find a witness who suggests that the machete-wielding man killed by police may simply have been trying to defend himself against a neighborhood dog. Leary confirms that the bones found in the woods are the remains of two missing aboriginal boys. A youth worker, Clarke Messner, confirms that the boys were involved in the sex trade and may have fallen victim to a ring of wealthy pedophiles preying on boystown.

The animosity between Da Vinci and Chief Jacobs continues to escalate when Jacobs publicly criticizes Da Vinci's policies on drugs. Incensed, Da Vinci secretly begins recruiting for Jacobs' replacement.
